Evani tem muito medo de perder a vista privilegiada, os peixes que a alimentam, a fonte que irriga a pequena planta\u00e7\u00e3o de subsist\u00eancia e a hist\u00f3ria do seu povo que se mistura com a \u00e1gua do S\u00e3o Francisco. \u201cTodos querem o velho Chico\u201d.<\/p>\n<p>O medo de Evani, que \u00e9 compartilhado por grande parte dos moradores de Itacuruba, tem nome e sobrenome: Central Nuclear do Nordeste. Os temores em rela\u00e7\u00e3o \u00e0 implanta\u00e7\u00e3o de uma usina no munic\u00edpio come\u00e7aram a ganhar forma em janeiro de 2011, quando um documento da Eletronuclear denominado \u201cA rota de expans\u00e3o da energia nuclear brasileira\u201d colocava Itacuruba como primeira op\u00e7\u00e3o para receber uma usina at\u00f4mica. A justificativa era de que a cidade apresentava \u201cbaixa densidade populacional, oferta de \u00e1gua para resfriar os reatores, solo est\u00e1vel e proximidade das linhas de transmiss\u00e3o de energia\u201d.<\/p>\n<p>Em 2019, com a chegada de Jair Bolsonaro \u00e0 Presid\u00eancia da Rep\u00fablica e a posse do almirante Bento Albuquerque no Minist\u00e9rio de Minas e Energia, o programa nuclear brasileiro volta a ter protagonismo. O novo ministro declara a pretens\u00e3o de retomar as obras de Angra 3 e o plano de construir entre quatro e oito novas usinas nucleares no pa\u00eds. Baseado no Plano Decenal de Energia 2031, planejamento do governo federal para os pr\u00f3ximos dez anos na \u00e1rea energ\u00e9tica, Bento Albuquerque estima que at\u00e9 2027 come\u00e7ar\u00e3o as obras da quarta usina nuclear brasileira.<\/p>\n<p>Segundo Bento Albuquerque, em <a href=\"https:\/\/www.poder360.com.br\/energia\/bento-albuquerque-anuncia-construcao-de-usina-nuclear-ate-2031\/\" target=\"_blank\" rel=\"noopener\">reportagem publicada pelo Poder 360 no in\u00edcio de novembro<\/a>, o Minist\u00e9rio de Minas e Energia, a Empresa de Pesquisa Energ\u00e9tica (EPE) e o Centro de Pesquisas de Energia El\u00e9trica (Cepel) j\u00e1 deram in\u00edcio a estudos complementares para novos s\u00edtios nucleares no Pa\u00eds. Nunca ningu\u00e9m sentou com a gente para falar a respeito da usina nuclear\u201d, afirma Valdeci Ana dos Santos Nascimento, lideran\u00e7a do quilombo Po\u00e7o dos Cavalos, comunidade que seria diretamente impactada pelo projeto.<\/p>\n<p>Se falta di\u00e1logo e informa\u00e7\u00f5es oficiais, sobram ind\u00edcios de que Itacuruba j\u00e1 se prepara para receber o complexo nuclear. Em rela\u00e7\u00e3o \u00e0 estrada, a Prefeitura de Itacuruba afirma que ela foi constru\u00edda para escoar a produ\u00e7\u00e3o de pescados vinda do lago de Itaparica.<\/p>\n<p>Os primeiros e principais atingidos pela constru\u00e7\u00e3o de uma usina nuclear seriam os povos tradicionais que habitam a regi\u00e3o h\u00e1 bastante tempo. No munic\u00edpio de Itacuruba, est\u00e3o os quilombos Negros de Gilu, Ingazeira e Po\u00e7o dos Cavalos e os povos ind\u00edgenas Pankar\u00e1 Serrote dos Campos, Tux\u00e1 Campos e Tux\u00e1 Paje\u00fa. Para os povos tradicionais que vivem em Itacuruba, o projeto representa a perda do territ\u00f3rio, das ra\u00edzes hist\u00f3ricas, de v\u00ednculos culturais e afetivos. Argumentam que \u00e9 um processo seguro (acidentes s\u00e3o raros e os equipamentos est\u00e3o em constante evolu\u00e7\u00e3o), que a energia nuclear \u00e9 uma fonte limpa de gera\u00e7\u00e3o el\u00e9trica, por n\u00e3o emitir gases de efeito estufa. Mas esse n\u00e3o \u00e9 um problema s\u00f3 de Serrote dos Campos, s\u00f3 do povo Tux\u00e1 Campos, s\u00f3 do povo quilombola Po\u00e7o dos Cavalos, s\u00f3 dos pescadores que est\u00e3o \u00e0 margem do rio a\u00ed tentando sustentar suas fam\u00edlias. \u00c9 um problema que pode sim chegar a outros munic\u00edpios, que pode agravar a situa\u00e7\u00e3o de toda a popula\u00e7\u00e3o que bebe do Rio S\u00e3o Francisco&#8221;, explica Luc\u00e9lia Leal Cabral, cacique da Aldeia Serrote dos Campos do povo Pankar\u00e1 e uma das integrantes da Articula\u00e7\u00e3o Sert\u00e3o Antinuclear.<\/p>\n<p>Mas os impactos de uma usina nuclear, claro, n\u00e3o ficariam restritos a Itacuruba. Whodson Silva e V\u00e2nia Fialho, em um artigo publicado na revista Anthropol\u00f3gicas (2020), analisaram o projeto da Central Nuclear do Nordeste, que ficou dispon\u00edvel no site da Eletronuclear at\u00e9 julho de 2018, quando foi retirado do ar. Al\u00e9m de ratificar a escolha de Itacuruba, o documento listava outros munic\u00edpios diretamente impactados: Bel\u00e9m do S\u00e3o Francisco (PE), Rodelas (BA), Floresta (PE), Cabrob\u00f3 (PE), Salgueiro (PE), Serra Talhada (PE), Petrol\u00e2ndia (PE) e Paulo Afonso (BA).<\/p>\n<p>Em um eventual acidente nuclear, a \u00e1rea impactada seria ainda maior do que os munic\u00edpios do entorno de Itacuruba. O professor Heitor Scalambrini, graduado em F\u00edsica, mestre em Ci\u00eancias e Tecnologia Nuclear e doutor Energ\u00e9tica, acompanha de perto o debate em torno da instala\u00e7\u00e3o dos reatores no sert\u00e3o pernambucano. Segundo ele, a contamina\u00e7\u00e3o radioativa, caso haja vazamento, seria grav\u00edssima. \u201cContaminaria um rio (S\u00e3o Francisco) que percorre cinco estados, e atende a mais de 500 munic\u00edpios ao longo de sua bacia. Estamos falando de algo em torno de 20 milh\u00f5es de pessoas impactadas. Sendo que esta regi\u00e3o concentra 28% da popula\u00e7\u00e3o brasileira, e 15% do PIB (Produto Interno Bruto)\u201d.<\/p>\n<p>&#8220;A libera\u00e7\u00e3o de radia\u00e7\u00e3o atingiria a \u00e1gua do rio. O g\u00e1s em fun\u00e7\u00e3o das condi\u00e7\u00f5es atmosf\u00e9ricas poderiam ser espalhados a v\u00e1rias centenas e mesmo milhares de quil\u00f4metros, atingindo as aves e animais e popula\u00e7\u00f5es ribeirinhas. Al\u00e9m de se infiltrar no solo, inviabilizando a agricultura e cria\u00e7\u00e3o de animais, podendo atingir e contaminar o len\u00e7ol fre\u00e1tico. Desequilibraria todo o ecossistema local. Segundo ele, o mais recente Relat\u00f3rio Anual da Ind\u00fastria Nuclear Mundial (WNISR) aponta para os custos da energia nuclear entre US$ 112 e US$ 189 por MWh (MegaWatt-hora). Enquanto a energia e\u00f3lica se situa entre US$ 29 e US$ 56 por MWh, e a energia solar fotovoltaica entre US$ 33 e US$ 44 por MWh.<\/p>\n<p>Existem outros custos envolvidos no processo e que precisam ser considerados. Um deles \u00e9 o \u201cdescomissionamento\u201d, ou seja, a desmontagem de uma usina nuclear depois de esgotada sua vida \u00fatil.<\/p>\n<p>Segundo Jos\u00e9 J\u00fanior Karaj\u00e1, ge\u00f3grafo e assessor do Conselho Indigenista Mission\u00e1rio (Cimi) da Regi\u00e3o Nordeste, em <a href=\"http:\/\/www.ihu.unisinos.br\/159-noticias\/entrevistas\/593245-o-complexo-nuclear-e-a-manutencao-da-pobreza-no-sertao-de-itaparica-entrevista-especial-com-jose-junior-karaja\" target=\"_blank\" rel=\"noopener\">entrevista ao site Instituto Humanitas Unisinos<\/a>, esse \u00e9 um processo complexo, caro e perigoso. \u201cDada a grande quantidade de res\u00edduos radioativos presentes em diversos espa\u00e7os dos edif\u00edcios, seu desmonte requer um intenso trabalho de descontamina\u00e7\u00e3o, acondicionamento apropriado e armazenamento de forma segura, para evitar vazamentos de radia\u00e7\u00e3o e, consequentemente, contamina\u00e7\u00e3o do ambiente no seu entorno\u201d. S\u00e9rgio Xavier, consultor s\u00eanior do Centro Brasil no Clima e ex-secret\u00e1rio de Meio Ambiente e Sustentabilidade de Pernambuco, explica que existe um processo complexo para a produ\u00e7\u00e3o desse tipo de energia que envolve minera\u00e7\u00e3o dos elementos radioativos, transporte, moagem, produ\u00e7\u00e3o de \u00f3xido de ur\u00e2nio, enriquecimento (mudan\u00e7a dos \u00e1tomos), constru\u00e7\u00e3o de reatores, estruturas com milhares de toneladas de a\u00e7o e concreto, dep\u00f3sito de lixo nuclear, descontamina\u00e7\u00e3o de velhos reatores etc. &#8220;Portanto, \u00e9 mito pensar que as usinas nucleares n\u00e3o emitem CO2\u201d.<\/p>\n<p>O ur\u00e2nio \u00e9 a mat\u00e9ria-prima para a fabrica\u00e7\u00e3o do combust\u00edvel que abastece as usinas nucleares e o processo de minera\u00e7\u00e3o gera muito impacto no ambiente, na sa\u00fade dos trabalhadores e da popula\u00e7\u00e3o pr\u00f3xima \u00e0s minas. No Nordeste, a minera\u00e7\u00e3o \u00e9 feita nos munic\u00edpios baianos de Caetit\u00e9 e Lagoa Real. Dados da Secretaria de Sa\u00fade da Bahia mostram casos de c\u00e2ncer, acima da m\u00e9dia, na popula\u00e7\u00e3o local provocados pelo contato com a radia\u00e7\u00e3o e danos ainda pouco conhecidos ao meio ambiente.<\/p>\n<p>S\u00f3 entre 2000 e 2009, segundo reportagem da BBC News Brasil, houve pelo menos cinco acidentes que contaminaram parte dos rios e solo da regi\u00e3o, de acordo com um relat\u00f3rio da Secretaria de Sa\u00fade da Bahia. (https:\/\/www.bbc.com\/portuguese\/brasil-50077223 )<\/p>\n<p>A INB (Ind\u00fastrias Nucleares do Brasil) explorou a \u00e1rea at\u00e9 2014. Neste per\u00edodo, foram produzidas 3.750 toneladas de concentrado de ur\u00e2nio. Desde a exaust\u00e3o dos recursos pass\u00edveis de lavra a c\u00e9u aberto no local, as atividades de minera\u00e7\u00e3o estavam paralisadas. Em dezembro de 2020, o governo federal retomou a produ\u00e7\u00e3o de ur\u00e2nio em uma nova \u00e1rea de Caetit\u00e9. A expectativa \u00e9 que sejam produzidas 260 toneladas de concentrado de ur\u00e2nio por ano, quando a Mina do Engenho atingir a sua capacidade plena, o que deve ocorrer em 2022.<\/p>\n<p>Al\u00e9m da minera\u00e7\u00e3o, existe a quest\u00e3o dos res\u00edduos produzidos pelas usinas. &#8220;O lixo at\u00f4mico, gerado continuamente pelas usinas, precisa ser transportado e armazenado com m\u00e1xima seguran\u00e7a, por milhares de anos, at\u00e9 que cesse toda a radia\u00e7\u00e3o. Muita \u00e1gua, para resfriar o reator. Estar localizada \u00e0s margens do Lago de Itaparica \u00e9 um fator determinante para o munic\u00edpio do sert\u00e3o pernambucano aparecer como primeira op\u00e7\u00e3o para implanta\u00e7\u00e3o do complexo de seis reatores. O uso da \u00e1gua do S\u00e3o Francisco, por sinal, tem sido um dos motivos de maior preocupa\u00e7\u00e3o por parte dos moradores da cidade. <\/p>\n<p>Os reatores de uma usina nuclear necessitam de \u00e1gua abundante para serem resfriados ininterruptamente. O superaquecimento causaria uma explos\u00e3o, liberando radia\u00e7\u00e3o. No caso da usina em Itacuruba, a \u00e1gua seria captada no Lago de Itaparica, resfriaria os reatores e voltaria para o lago, seguindo pelo rio. O problema \u00e9 que essa \u00e1gua retornaria com temperaturas de 4 a 5 graus mais alta, o que pode provocar interfer\u00eancias na flora e na fauna do lago, desestabilizando todo seu ecossistema.
